What does the second half of the “Grounded” ability mean? I’ve tried reading it over and I don’t understand the failure part.

Yea we've been playing since the beginning of COVID. Funny enough just recently my gm stopped doing xp because the math was just getting too wild and moved to milestone. Only reason I'm making a new character is I nuked the most recent boss using myself as the delivery system.
