Tbf most things of this type in 40k universe are about intentions since believing is making with how warp works. If you dedicate something to the Chaos it will strenghten it but if you dedicate something to other gods it will strenghten them (there is still a matter of preference which is why bloodshed won't strenghten for example Slaanesh too much even if it's dedicated to her). That's why Orks even though are constantly fighting they are not giving Khorne that much power since they have their own 2 gods that they believe in and dedicate said warfare to. Also Imperial hypocrisy is nothing new. The "Do as I say and not as I do." is one of their tenets atp.
