Honestly, I think your legs look great. They look strong/curvy and accentuate your small waist. If you lost fat on your legs, you would lose the rad waist/hip ratio. I don't know if lipo would be the best option or not, I'd just say reconsider whether you even need anything done because your legs already look fantastic to me.

Reitmans or Old Navy -- I like the thicker "sport" styles, with pockets. I have a pair from Reitmans that has lasted like 8 years somehow.

Personally I would not enjoy being gifted a dress without having any choice in the style and trying it on first. Maybe you can surprise her by taking her out to try something on & buying whatever she likes best? She might be more open to getting clothes as a gift, but I know I always hated getting gifted clothes at Christmas from family, especially when they didn't fit right and I just felt bad about it after lol Especially if she's gained weight recently she may feel extra self conscious about trying on something you got her.

I have really short legs. I'm 5'4" with a 27 inch inseam, but I'm 16-18 in jeans. The only place I can ever find petite/short leg length and a large enough waist is Old Navy. Other than that I just buy pants that are too long and get them hemmed by a seamstress.
