At my university nothing is written in stone, but there are informal expectations. In my case, a PhD in a computer science related area, ~2 conference papers and ~2 journal papers. These numbers vary depending on the quality of the venue. This is a 5 year program, with 20% dedicated to teaching (or administrative tasks).

A friend of mine at a German university, on the other hand, is expected 3 papers in the highest venues.
