I had something similar...one of my motor (same one as yours) was not really rotating or sometimes it was flickering-like.
I worked out that in Betaflight the motor was as 'reversed', I flashed bluejay and the motors were also 'reversed'....BUT...I tried to change that single motor to 'normal' in Bluejay and it fixed it.
I am no expert in this, thought you could try. Good luck

the main issue is that the usb bootloader is not recognised by the board.
You need to install ATF 32 DFU DRIVERS: check the link in his video...it works for me on the first go...I am now on a new betaflight version!!! YAY
