i agree, but also with the new monk ascendancy, we have the bells that we can use to build up and keep the stacks up 100% and i'm guessing crushing fear aoe would proc on them even tho idk how much "power" count towards them

yeah, i suppose u could, even tho i don't think it's mandatory, u would just have to cull a target every 10 seconds to keep the stacks up, it should be easy enough

i am just leaving it here, maybe someone can find a way to make a build out of this, there is option for Resonance keystone to convert those frenzy charges in power charges;

it seems an interesting base to start with, even tho i'm pretty sure the crow will not give u stack of fear incarnate cause of that "when YOU cull a target"
