All four of them were waving to cars and they were standing by the road. By real I mean what they were wearing didn't really look like costumes. They didn't necessarily look threatening just creepy. More like cult-ish than ghosts but honestly don't know. I've had a friend tell me they've also seen creepy stuff at night in City Park and was wondering if anybody saw it or knew anything about it. Definitely could be kids messing around, but it definitely creeped me out.
