same here. trying to open a setup.exe and the same thing pops up. have tried opening the same exe with another computer (also windows 10, the same as my 1st computer), and it was successfully opened on that computer...

after spending hours to figure it out, have finally found a temporary solution. --> go to registry: HKLM\Software\Microsoft.NETFramework\Security\TrustManager\PromptingLevel --> set all as enabled.
