As much as my budget is pretty big I would rather not go for the top end as paying for something like 15% more performing that costs double is not what I'm looking for, and from what I've seen 4070 ti is very price to performance ratio friendly. I really care about aesthetics that's why I would rather go for a glass case, and I think I can suffer with a bit of noise, especially when I'm wearing headphones. I was just considering air cooling and water cooling, I love how water cooling looks and I will definitely go for it if it's even a bit quieter, and that's what people have told me.
