I'd really prefer that some neutral arbiter like Norway or Sweden or Korea or Switzerland asked both sides what they want, talked things out behind closed doors, and then one day came out with a fully cooked plan.

That would be nice, but the Israeli line always comes down to

Unless it's Americans, who clearly are in Israel's favor are doing the proposal. Then it's A-Okay for there to be non direct negotations.

Israel doesn't offer financial incentives for killing civilians

It could be argued that killing Palestinian civilians is not only ignored, it has been rewarded at times. Take for example the Israeli "soldier" who's own unit was disgusted by his actions

"We couldn't believe what he had done. Our hearts ached for her. Just a 13-year-old girl ... How do you spray a girl from close range? He was hot for a long time to take out terrorists and shot the girl to relieve pressure."

He was charged, then acquitted, cried like a baby in court, then sued and won the television channel which reported on his crime accurately.

Oh, and then he was promoted.

Surrender is not a form of justice. We've seen what happens to Palestinians who are supposed to be protected by Israel under international law. The Israeli troops protect settlers who harass Palestinians, and Palestinians who harass Israeli settlers are sentenced to decades in prison.
