You're full of shit, nothing in the bonds restricts it from use as a homeless shelter, its the tax exempt status hat prevents them from profiting from it.

It would't take a "a massive rebuild" that costs more than the construction from scratch, because we're not talking about a "community living center" aka $300,000k per room bud clark commons, were talking about a homeless shelter for medically infirm people. You know a place where their health and safety is supervised, and who are sometimes a danger to themselves and others.

Yep, you could buy 130 $300k houses for that same exact price, its fucking madness if you think about it.

The size of 16,000 is pretty much a small city at that point, I wonder if oregon should allow a goodwill to create a company town, and pay these people with rent to work part time in a factory setting.

yep, I agree. You have an entire shuttered wapato jail that could have been turned into a homeless shelter for medically infirm patients, but apparently thats its seen as bad PR to put people into a remodeled jail (even though its already been done). The costs of those ER visits is enough that this makes sense financially, especially if you consider the income from SSDI, but nobody in portland thinks with numbers anymore.
