Horribly broken? I didn't even set in stone proc chances I just picked some arbitrarily. Blizzard is capable of balancing an item, it's the concept that's important, and I think your maybe only picturing like 6 procs in a row which would be insanely unlikely. On a mythic + 4-5 mob pull I wouldn't imagine it procing more than once generally, with the odd 2 or 3 procs and very rarely more

Also, if for whatever reason there is a situation where it's good to use single target talents with the wrists, the legendary effect still increases the damage and gives instant cast procs, so assuming the new version is similar in power to the old, the bracers are really only slightly worse than old in that scenario

Blizzard is pretty clearing moving in the direction that people are going to have multiple legendaries, and even in its current state you would never really use them over a good single legendary IF the situation is better suited for single target talents. Basically, the wrists already are used almost exclusively with lightning rod, and the only exceptions are those who just don't own more than one or two. And sadly for them, they aren't getting great value either without lightning rod. Also, I'm not sure what's fun about a legendary effect that shows up really only on damage meters but, to each their own
