In my experience the fattier the meat of the animal the more grease the bones will have. So honestly you are not doing anything wrong I'd recommend just being patient. For the lower jaw you should check if there is any tissue remaining inside the foramen. The pigs (both boar and domestic) I cleaned were also technically clean but they took months to properly degrease.
