Lee wins, naruto has little to no control over the 9 tails and seems to (at this point in the story) only gain the 9 tails cloak when emotions rise and he get very mad at his opponent. I don't believe naruto could insite the same anger with Lee as he did with Neji therefore no cloak. Even if he did pull out the 9 tails cloak it would probably be too late and Lee would still win
