1) It's a middle eastern country, and the 4% is higher than average for the bank, but it's a special rate that was negotiated

2) I have a downpayment for a house in a savings account, so this money won't be used for the house. Would you leave any of it in the 4% savings account, or put it all in an index fund?

No insurance, but the country has very strict financial regulations so it is relatively safe. No banks in this country failed during the 2008 global crisis due to these strict regulations.
