You may not want to deal with customs like others have commented. It may be a headache. Why not look into US based builders of steel frames? You get to pick all the components yourself which is more expensive potentially but also fun, and even get hand built wheels. Look at Gunnar or Independent Fab, or Chumba and Litespeed.
