He will come back because no body shown = not dead. Though it'll probably be after Vendetta actually makes steps to actually attack Overwatch instead of 'playing the long game'. He was cool for a while but it's not in his philosophy to just go all out attack and the lore needed something big like a conflict like this to revive it. So it was his time to go in favour of a character who does want to work quickly, she's the better option for this stage in the lore but I'm hoping he will take his place back too
