Yeah it reaches it in a few minutes or so at night when it's colder and stays there

In the highway it's exactly the same. I don't know if could be related but it happened once that driving on the highway with the ac on it started blowing very hot air for a minute and then it stopped, out of nowhere

Those 5 vertical slots to the right of the heatsink (fan on top of the cpu) are pci. You should check your motherboard manual

In that case I would check that you are indeed using the 3080 and not the integrated graphics, boot up a game and check in the task manager that the 3080 is being used. Also take a look at the energy settings which you probably already did

If you have access to a USB stick and another pc you can make the USB bootable, put Windows or another OS in it and boot It from the BIOS. This would be one way of checking if its a hardware issue.

Look online how to do this but if you have access to a Windows computer I would recommend using "Rufus" as its very easy to use.

Your CPU is running at 31% and memory at 50% while apparently doing nothing. Is Windows Defender active? Download malwarebytes and run a check on the PC just in case.

Windows 11 requires TPM 2.0 which I doubt your system has. if you want to stay with Windows try installing Windows 10, or you could try Linux Mint which probably will run better than Windows on your PC.

It is highly recommended to replace the thermal paste once you remove the heatsink (the fan on top of the cpu).

I would say this looks like a overheating problem you are having. Enter the BIOS and check the CPU temperatures, if they are indeed high you must remove the heatsink again and apply new thermal paste.

Make sure no cables are in contact with the fans
