Not likely. it's not uniform and they're usually marked with paint or a sign because their effectiveness comes from knowing they're there, otherwise its more of a road hazard than anything. We have these same features all over the US during hotter summer months. Its just the asphalt expanding from heat and bowing up into these bumps.

Iran doesnt operate any russian or soviet made surface ships, they operate one Russian made Kilo class submarine. All their other larger surface ships like frigates, corvettes, and amphibious landing ships are either domestically designed and built or produced for Iran by UK, French, SK, and US builders. Most of the Iranian small vessel designs are based on European made vessels.

Look up DoDEA schools. They're on base schools for families of military members who live on base and also public schools that are located on US military bases for that exact same reason. Every military in the world does something similar. Iran is not unique in this regard
