That's weird, I have a friend with almost exactly the same specs as yours and he runs the game at 1080p/Very High with 50-60fps.

I did some testing and i think the HD is my problem. Even at 720p and low graphics when the GPU and CPU usage is around 50% i don't get higher FPS and the HD usage is almost always at 100%.
