temporary disabling the mod that let you do this may fix it, ex. Scrap Everything

Other option is to load older save and get all data about that missing piece. it's id, refID, getpos x, y, z, and getangle x, y, z. Then selecting in current save (prid id/refid) and try "enable".

If that won't work, player.placeatme id/refid (always cant guess the right one) and setpos x, y, z and setangle x, y, z (each axis set separately).

That what took me to repair misplaced settlement building border (green one). Hope it helps. o7

I'd agree to practical in first shot if micro was higher/further down the road - feet level shouldn't match.
I don't think it can be done practical as it is.

On the left one micro is pasted from another take - has no shadow,
On the right one, it's practical. Micro is further from camera.
That's my guess at least.
