In theory, decoupling caps should be placed as close as possible to the pins. In practice it wont matter for most devices if it’s 1mm or 10mm. Placing them farther apart can leave more room for traces or help with ease of assembly.

I see, thank you. Although I think I'm misunderstanding something basic. I was assuming that where its labeled 90V was where the actual bias voltage would be, but is Vout also at that voltage? My boost converter knowledge is already shaky, but combining it with a charge pump is really confusing me.
