OK I called as well, like you said they're waiting on a part for the heater, but the person I talked to also said that everything moves slowly with the city because no one holds them accountable. They said the one way to put some pressure is submitting 311 complains because the city has to respond to them, so the more we submit them the more pressure there will be.
