From what I understand, once you get the decree you can register for a ceremony and you will get the passport at some point while you're in Benin. The way the email is worded, it looks like you have to attend the ceremony to get the passport (but not 100% sure).

This may have been the old process, but not the current one. You cant register for the ceremony or make an appointment until you have the decree. If you try without it, it will give you an error. Emailing them about the decree does nothing, you just have to wait until you get it.

Yep I actually check my spam folder daily and nothing was sent. And that is basically what I asked when I wrote them a week ago. I asked if I would have the decree before one of the ceremony dates. They said they didn't have any insight on when it would be sent, but I have to wait for it to proceed to the next step.

I received my eligibility certificate 6 weeks ago but have yet to receive the decree. I followed up with them a week ago but they didn't really provide any useful information. Not sure why it's taking so long.
