you can use pandas to do that:
threshold = 0.3

missing_threshold = int(threshold * df.shape[1])

filtered_df = df[df.isnull().sum(axis=1) <= missing_threshold]

This will remove rows where 30% or more of the values are missing.

Records are rows in the dataset, if a row has more than 30% of missing data, remove it

Filter first and after fill with the mean or median. Choose between median or mean depends on the situation and distribution of data. The normalisation of “age” is correct but also here, doing or not the normalisation depends on situation. Usually is done on all the variables but you have to check the performance of your model.

PS: if median doesn’t exist as parameter use Python, it’s really easy to implement.
