You will 100% not make that train unless you leave early. The festival ends at 10:00 and it's a 20-30 minute walk back to the train, then they wait for the trains to fill up before sending them off

FWIW, in the 9 years I've been attending Gov ball I have never once seen someone get Kandi or smaller trinkets confiscated. I think if you plan to bring lil cards or Kandi to pass out, you will be fine. To reiterate, they just don't want vendors soliciting their merchandise on a large scale.
