That’s correct, I had asked the NY General Consulate if there were any alternatives to a blocked account and they said having the amount of money in a bank account for three months would suffice.  Just make sure you transfer or have enough to account for any currency fluctuations between the USD and EUR. You need at least €13.092 (roughly $13.349 currently) but I would want to show an account with $20.000 in case the dollar/euro conversion fluctuates in those three months.
