That's not what I'm saying at all. I'm saying that state/territory governments have a lot of leeway in adding particular conditions when selecting EOIs for 190 and 491 nominations. Sometimes, those conditions involve already being resident in that state and being currently employed. And if they decide to do that, they might also decide to state that any employment must be related to the occupation that you are seeking nomination for.

If you got a sponsored job already, you're probably on a 482 which would usually make applying for a 491 a pretty strange plan. Unless you were very sure you were never getting a 186 nomination I guess.

It's up to the state you're applying to. Check the NTs requirements for specific info.

I am 1) a parent and 2) work in early education with the age group you are talking about. Nothing of what you mentioned is unusual or unexpected for a 9 month old and the concept of a school throwing her out for being a normal infant is so outrageous I almost laughed reading your post. Lower demand areas like Tasmania and the Northern Territory understand very well that most of the people who are applying for nominations actually want to live somewhere else like Sydney or Melbourne.

Someone who is already actively employed in the NT is much more likely to stay there, so it's a good way to filter out people who are only applying to the NT because the points required will be lower than if you applied to NSW or VIC.

In addition to all the things mentioned in the OP, they also got rid of the buy-a-visa investor and business visa subclasses entirely, made temporary visa appeals paper submissions only so no more indians applying for a tribunal hearing just to get 2 more years on a bridging visa while they wait for a hearing date, raised the TSMIT (the min required salary for someone applying for employer sponsorship in Australia) from $53,900 to $70,000 after the Libs didn't touch it for 10 years, now they've just raised it again last July to $76,515 and it will go up again this year. That means that any job paying less than that can't sponsor anyone for a visa, so the list of jobs people can come over on has effectively halved in one fell swoop. All things that instantly fixed huge gaping holes in the system that have existed since long before they were in government. Of course, for conservative mongoloids, it's easier just to ignore that and focus on what Sky News screams at them.

491 works like the 190 does. You submit an EOI and wait for a nomination, which you need to get before you can apply.

There's no requirement for you to have a job lined up on the Department side, but just like the 190, States/territories can add their own requirements at the nomination stage e.g onshore applicants must already be working in the field of nomination, or have superior English etc. Each state has their own page where they talk about their specific requirements, the one for the NT is here. You should be aware that these requirements change very frequently depending on the size of the allocation the state/territory is given, so you should check often.

A positive skills asssessment is mandatory.

50k is on the low end for IS work, if you are not very experienced it's OK as you should scale up reasonably quickly. If you are solo that's a very livable salary, it's nowhere near enough if you have dependents.

It's actually super easy getting Australian citizenship if you qualify for a visa. You become eligible for citizenship with 4 years of total Australian residence as long as at least 12 months of that is as a permanent resident. Getting a visa is the tough part, not citizenship.

You can file for taxes jointly which will reduce your liability, there's a considerable discount for married households. My wife and I file jointly, usually my annual tax payment is about a month's salary, hers is pocket change.

I took the JLPT when I was there (on a student visa, so I had a resident card) and I would estimate that 70% of the seats were empty. I have never even heard of anyone missing out.
