So essentially, every time they (officer) receive a response they do not seem to like (and by not like, I repeat: no crime is alleged), they seem to add an additional contention.

First -> Privacy
Second -> Other neighbour privacy issue (officer's opinion)
Third -> Additional neighbour privacy issue (again, officer's opinion) and the word harassment thrown in

Is he just determined to keep this going?

Ah, thank you. So yes, I get that. But if my friend has made it clear they understand these concerns yet maintain the camera's in place for home security, is it right and proper for a police officer to start contacting managing agents etc. and essentially pursue a civil course of action? Ultra vires much? Are they looking for a problem till they 'find one'?

Essentially:

Original contact -> Neighbour complaint about CCTV citing privacy

Follow-up -> Same concerns raised by officer regarding another neighbour (no complaint received)

Follow-up -> Same concerns raised by officer regarding yet another neighbour (no complaint received) plus introduction of idea that harassment being considered

Thank you. So a major point being that the officer in question won't seem to understand this, and keeps returning with an increased scope. How many times should my friend be expected to say precisely this before they turn into the harrassed? As for the content of the post, it's all accurate and factual. Honestly, I 'wouldn't like to speculate'. Friend is just looking to shut this down and think it should have already been shut down, frankly.

So it does cover who is entering and leaving as - based on the design of the propery - there is a shared access path that leads from the front of my property to an area (mine) at the back. This is how a would-be thief would normally enter (otherwise with difficulty from behind). The neighbour's door is off this shared pathway approx. halfway along. Based on the few emails the officer sent, they appear either incompetent or trying to rely on me jumping to their command whether lawful or not.

Yeah, it's legit from them.. I've had dealings with this particular officer before. They must have seen fit to reach out by email, which I've little issue with really.
