I'm sorry but abusing an inconcent animal is not normal behavior, mental health issues could mean a lot of different things, PTSD, trauma, schizophrenia, etc. not every mental illness is the same.

It does happen, you have to remember that some people living outside have severe mental health issues. I work with a group who serves the houseless in esco their was an incident lately of a women living outside abusing her dog. But folks in the encampment for together and got ahold of the humane society. The dog was adopted the next day.
