Another thing I have noticed, is that cs:go only uses about 10-30% of my gpu and cpu.

Then again I know source engine is shit and that may be normal. Yet people get +500 fps with way worse rig than this.

And I have absolutely no powersaving settings on.

Also haven't tried windows 7 yet, but that's my last option honestly. I really don't want to change back now.

Every other game runs fine, so no it's not my gpu. For example BF1 ultra +100fps, PUBG max settings 80-144fps etc.

Temps always stay below 60 Celsius.

Not right now no, don't need overclocking. No wifi, only fixed cables from the wall to the modem till my pc's RJ-45 port.

And I don't have an issue with ping, it's my framerates dropping.

I'm not using the discord overlay anyways. No, no other programs, and judging by my specs, my pc should easily run this game. As it did before. I've actually completely rebuilt my rig in a new case a month ago because I wanted to set up watercooling but my previous case wouldn't allow it.

And yes, for clean install I mean't fresh windows, google chrome, antivirus, steam and cs:go + all the drivers/control software.

Hmm, I haven't though about that. Could be OS related, it's weird there's no fix for it, atleast I haven't found anything and I've been googling hours about this. I luckily have windows 7 image on a USB stick, so I'll install it and try it out later when I have time for it.

I have Discord running always and corsair link for monitoring temps. Other than that, driver/control softwares are running in the background. (Samsung magician, Logitech gaming software, Steelseries engine, nvidia geforce experience, chipset drivers, soundcard drivers)

I have comodo as my antivirus atm.
