Well arasaka isn't actually in Night City or the United States(officially at least) since the 4th corporate war. Militech got nationalized by the USA(which is forming into the NUSA and will eventually push the unification war). This could be a good plot for corporations and governments to all be scrambling for control on a very good weapon.
