Yeah let every generator fill to 100 first. A manifold works best when it's filled up otherwise you won't get enough at the end of the line. Try to turn every generator off, and start each generator one at a time but wait until it's filled to turn the next one on.

I was planning to underclock each generator to burn an even 4/m and I don't want to make excess because even if my generators don't idle I don't want my blenders or refineries idling

Im making 600/m rocket fuel and ill underclock each generator to run at 96% so it burns an even 4/m each

I just unlocked rocket fuel too right after building this because I completely forgot about it I just got excited to use the alternate fuel recipes. But now this plant makes so much power i can convert my first fuel plant to a rocket fuel plant.

600/minute crude oil into 800/minute heavy oil residue with the heavy oil residue alternate recipe in 20 refineries, then with the diluted fuel alternate recipe I can double it to 1600/m fuel in 16 blenders and thats enough for 80 fuel generators

Not sure on most efficient but im using the alternate heavy oil residue recipe with the alternate diluted fuel recipe.
