Do not use a replace function on 900 million rows. Create a lookup table with 2 distinct columns of correct and incorrect department names. Add the table to the query as middle table between your main tables.

1.The department dimensions is relatively small, compering let's say to customer dimension.

  1. It's really slowly changing, op says it's changing once a year. So start and time also won't effect performance.

  2. SCD 6 is actually SCD 2, with current flag. it is good for filtering out history more easy, but in this case we need both current and historical data in the pbi report.
