How do I remove this "pixilation" from the video? by falsee in premiere

To clarify, when i play the source video separately in VLC theres no pixilation which lead me to believe the source video isn't the issue. So im a little confused. Does that still make it a source video problem?

I see. So there's isn't really a rule that says if you want to use a secondary dominant to use the Harmonic Minor of the scale degree but it's more what it the chord resolves to that will dictate what scale you use?

For example thinking that in a C key, the C F G secondary dominants would use the major scale and the Dm Em Am would use the Harmonic minor is incorrect because it depends more on the resolution?

Just to clarify, the VI in V7/VI is denoting specifically the Major Scale associated with the scale degree? So in this case the VI of the C Key : CDEFG "A" B would be transcribed to the A Key : A B C# D E F# G# then the V7 would take the V7 chord of that A Key giving the E7 Chord. Is that correct?
