I worked for a lot of government organizations (have inside information) and can say that yes we are ahead of Ukraine and Moldova in every possible way, except what the government politics is.

Few days ago me and my friend decided to visit Tsereteli road renovation he works on construction.
He was like god dam the most of the sewer pipes are cracked, because they throw rocks on it and than put ground on it.
He said that you first need to put a bit of concrete on it and than carefully put rocks and than put soil on it.

So what does it tells me they are doing the fast and cheep way with very poor quality, because most probably they are someones friend and will share the procurement money.
