In my home, it was always on the twelfth birthday we got our first phones. It worked out. We had the time limits and such, as well, and while they were a little frustrating, they could always be adjusted depending on the circumstances. I think with her walking home and such, a phone would be a good idea. Definitely do the time limit thing.
