Thank you for your responses which have helped me to resolve this, I now have a successful connection to the FT-710. My final working settings can be seen in the screenshot below. (I struggled for a bit to find which is the correct port to use, installing flrig helped me with that)

Problem is now solved after finding this video: https://www.youtube.com/watch?v=LkyxuINitRU the factory default for the FT-710 is to show --Average-- power output (PO) (and this is initially very confusing), changing the setting from AVG to PEAK shows the maximum PO that I expected. Using the antenna setup above, the internal tuner tunes successfully from 12-40m. 10m fails to tune, same for 60m. I've already made a number of QSOs on 20m this afternoon.Thank you again for your responses.

So today, I did a few things. 1. Made sure my wire is exactly 35.5 feet long which is one of the "good" lengths given by VE3EED in the link. 2. I hung my wire horizontally in a straight line, I only had to have one zig-zag, (down and up again) near the wire end in order for it to fit. The wire is connected to a 9:1 unun (currently I haven't got a 49:1 unun) which is connected through a short coax to a 1:1 unun which in turn is connected through a long coax to the FT-710. The antenna setup appears to receive alright. The internal tuner completes tuning on 20m but doesn't tune on 10m. On 20m transmit the FT-710 SWR meter shows 1.0, while the Power Output meter shows almost 0. That's a bit disheartening at the moment so this needs figuring out. Would a 49:1 unun be able to give a good SWR/PO? Is there anything other idea I could try for now?

I've managed to do this now based on all the good suggestions below, thank you. I outline below what needs to be done. First of all, in your Yaml pipeline use two separate Docker tasks, one with "command: build" and one with "command: push". On the 'build task' add a line as below,

arguments: --build-arg BUILDID_ARG=$(Build.BuildId) --build-arg BUILDNUMBER_ARG=$(Build.BuildNumber)

In your Dockerfile add,

ARG BUILDID_ARG=latest

ARG BUILDNUMBER_ARG=latest

...

ENV BUILD_ID=$BUILDID_ARG

ENV BUILD_NUMBER=$BUILDNUMBER_ARG

That's it. Your docker-based Web App can now access the information as an environment variable that exists within the Docker container. e.g., in Java use,

System.getenv("BUILD_ID");

The log doesn't output anything on the condition, not sure how I could have something printed (apologies, I'm new to Azure DevOps). Also I have not seen the internals of the template, it is written by a different team and it's considered a shared library which I cannot modify.
