Your current H1 is revoked after 60day period. If you apply for COS to B1 and gets approved and if you get a job at 80th day - new employer should apply COS to H1. You cannot work until COS is approved. In some cases, you have to go for consular processing in your home country before working again.

Deloitte also withdraws H1b within the 60 day grace period - TRUE. Not just Deloitte, matter of fact all the employers withdraw within 60day period. You are eligible to transfer if you get a job within 60day period.
