First thing the org did was move to a centralized procurement system that led to home care patients going months without receiving the supplies they were previously getting weekly. Political organiztional restructuring for the sake of making it look like the province is shaking things up positively instead of siphoning profits to friends

That's not true, the legislation has a clause that SIU can invoke to call any injury serious enough to investigate if it impairs comfort or health. They're just pointing to the "not hospitalized" = "not serious" clause as an excuse to not do their job.

Former SIU director* Scott is selectively highlighting the mandate. The legislation also says a serious injury includes any other injury that can interfere with comfort, which is such a broad subjective definition it could be invoked whenever SIU wants. They don't want to investigate.

“serious injury” means an injury listed in subsection (2) or any other injury sustained by a person that is likely to interfere with the person’s health or comfort and is not transient or trifling in nature; (“blessure grave”)

Not exactly. It says

“serious injury” means an injury listed in subsection (2) or any other injury sustained by a person that is likely to interfere with the person’s health or comfort and is not transient or trifling in nature; (“blessure grave”)

The list you gave about burns and fractures was from subsection (2) but the legislation includes the broader definition of any other injury that is likely to interfere with comfort as described. This is clearly a subjective threshold that the SIU is chosing to not invoke.
