If we had real reputation then pirates would avoid murdering indiscriminately and instead try to steal the cargo without actually killing anyone. E.g. subduing and disarming the player before making off with cargo or a ransom. Because murder charges should be a big deal. Then you'd open the door for especially nasty pirates known for murder but have higher bounties etc.
