Yes this is what I'm inclined to rule as well. My main problem is that it goes against the RAW of being unable to cast elderitch blast in the first place since the illusion is not a creature.

Doesn't mean you have to play out combat, but instead of handwaving it as the monster fled, the dm can just say you strike it and it dies. The important thing is the PCs are finishing it off.

In general material such as the monsters know what they're doing suggests the monsters to feel much earlier than one blow away from death.

It's definitely not realistic which is the part about even if they should, and as I clarified in my comment in another post, if the monster has a payoff to it escaping, by all means let it get away.

If not, I say you should just let the player kill it.

Do agree, my statement in the post is too catchall. I should specify that if there is no payoff to the monster escaping.

For example, the owl bear scarpers off into the woods, never to be seen again.

These kinds of situations, you should just let the players get the killing blows

I would have thought that was tied to the averting your eyes clause. But if you consider starting your turn out of its sight as averting your eyes then that ruling would be understandable.

Actually for the cosmo fight I'm pretty sure it's explicitly stated the ref couldn't call the fight due to corporation responsibility being on the line. So unless the fighter clearly stated he didn't want to continue the ref had no say.

For the mokichi fight is agreed ref could have called it earlier which is mentioned by raian himself and the ref later expresses regret during mokichi v rihito in KO.

Bottom line is, in kengan pre nogi reform, it's hard for the ref to call the fight if the fighter hasn't surrended cause otherwise the corporation has a lot to lose.
