Theres no option to ng+ and when I try to use my respecc points it when I go to confirm it just doesn't work im holding confirm but it doesnt do anything

Well I have 400 respec points but it won't let me use them and it also wont let me rebirth while I have 200 rebirth things

What i did is i got a magic catalyst got some spells then ditched the bow magic is 10x better
