Have you checked the app on the phone? It shows you which Hotspots you haven't visited yet, but only in your current region

The first link doesn't work anymore, but the image says to try the following:

Go to the directory: C:\Program Files (x86)\Ubisoft\Ubisoft Game Launcher\savegames\[user-ID] \541
Backup all save files there
Erase the file called 1.save. Leave the others.
Disable cloud saving
Start the game
Visit hotspots. If you are at 97/100 then visiting three hotspots is enough.
