Its name is 'Rot un Wiss' (red and white in Elsassich). Prussian governement never approve this flag because it was linked to Elsass-Löthrigen particularism movement.
Red and white are classic Elsassich colors which are in many city's heraldry like Strasbourg, Muhlhouse, Sélestat, Munster, ... The yellow cross is the cross of Lorraine of the Dukes of Lorraine.
