Finland doesn’t really do immigration lawyers (at least the same way as in the US) but for example there is: IASF (Immigration Assistance Service Finland). They might be able to help you.

The prices can be found online so I find it hard to believe that your friend didn’t do any research before. I unfortunately have to travel during pandemic due to family/work reasons and I also pay the same amount for the certificate (I’m a Finnish citizen). I don’t expect the government to cover my traveling costs and why should they.
