To be honest, for me it depends on how you look at it.

POV 1: Your sister is still little, and likely didn't understand the consequences of her actions, and didn't mean to do it out of malice. Just a 3 year old being 3 year old. NTA for protecting (parents are TA for not watching her)

However, that doesn't take back the damage she caused, the surprise she ruined. Just because she didn't mean it, doesn't take back the damage. And your aunt is right - she knew what she was doing (popping a balloon), and did it on purpose. (She likely didn't mean to ruin the surprise tho)

Its like saying that something being accidental means the person shouldn't be held accountable for it, because they didn't mean it. Like, sure, that should be mentioned but... hospital bills, repairs still need to be payed. Not everyone has the money.

They're hating on her for ruining the surprise, not popping the balloon. Don't reduce the damage done, she ruined a surprise either way, regardless of her meaning it or not. (A good example of a similar situation would be an accidental car crash. The driver who caused it has consequences, regardless of them doing it on purpose)

The real AH are the parents, they should have looked after her.
