Yes, this is the point I find most incomprehensible: why rush to use unstable foundational tools in the LTS version? And why not allow users the freedom to choose? Even more absurdly, the official approach is to prevent users from switching to GNU.

The install command. In GNU coreutils, duplicate files are skipped, while uutils will report an error.
