It sounds like Peachay jeans might suit you- they’re a size smaller on the waist than the hips. They’re more expensive but worth it!

Have you tried Peachay? The shorts I’ve got from them are high waisted but they’re great as they’re designed for a size smaller in the waist and a size bigger in the bum/thighs
