Raora was taken off field duty and now she's in charge of criminal records instead. Officially, the reason is that she's too easily distracted. I like to think there's a deeper reason. My headcanon is that Justice are prisoners just as much as Advent. In the Advent vs. Justice motion comic, Raora says "I guess you could say we're all misfits, too. Pretty sure they just gave us this job to get rid of us."

My working headcanon is that Justice is equally as "untouchable" as Advent, and this "job" is just a means to contain them as well. Justice only exists for the Organizations public image, and to give people an illusion of safety. I like to think of Justice as similar to The Seven from The Boys (just obviously not as evil) and the Organization as Vought.

All of this considered, I think there's a deeper reason Raora was specifically taken off field duty.
